  1. One of the chips may be short-circuiting and pulling down the RST voltage. Check if any chip is causing a short circuit and affecting the RST voltage.
  2. The first chip may be faulty and not generating the RST voltage. Check if the RST signal resistor on the first chip is damaged. Also, check if there is any short circuit between the RST signal and other signals.
  3. Additionally, verify if the signal passes through a voltage divider resistor before entering the first chip. If the signal does not reach the first chip, check the wiring connections.
